Is this an error, or an update?The Lakiran Platypus appears in the Stream in short floods at random times during each day and does not appear in it outside of these floods.

No that's how the platypus always has been in the stream. If it isn't one of the flooding times you won't find one no matter how many eggs you pull out of the stream.

Does a bred creature given up for quest purposes still show up as one of the listed offspring on its parent's page?

Yes, there were be a link to the creature on the parent's page under the offspring page.
