I thought maybe something more like a potion for the gender change. Something like "A mysterious bottle of pink potion" to change males to females, and "A mysterious bottle of blue potion" for vice versa. When you give it to your pet something that says "You feed the pink potion to Bob. Bob has become a female!"
And then you might want an eraser to go with that, to change their names. Cause if you decide to change your koi female to a male, unless you named her something unisex, he'd end up with a feminine name. Maybe make it a one time use thing, so people aren't overly abusing the feature, like "You erase Bob's name, but the eraser disappears in a puff of smoke."
