Ashen feathers are a rare drop when you breed phoenixes together. Doing the quest 'Elder Phoenixes' allows you to use a phoenix and a ashen feather to turn the phoenix into an elder phoenix.

This is the only one that works. The same type that you use the ashen feather on.

Per the release thread for the Elder Phoenix:

Requirements:
An adult, unnamed, unlineaged Phoenix in your Keep's main tab and an Ashen Feather in your Inventory.

There is a chance of getting an Ashen Feather every time you breed a pair of Phoenixes, regardless of if they produce an egg or not.

Note! If you have several adult phoenixes in your Main tab, the quest will transform the oldest!

Acquired through the quest "Elder Phoenixes" available in the Ashen Temple
You need an adult, unnamed, unlineaged Phoenix in your main tab, and the Ashen Feather item in your Inventory. You can then transform your Phoenix to an Elder Phoenix by visiting the Ashen Temple.

Every time you breed a pair of phoenixes, there's a chance to get an Ashen Feather.
